Rejected Fail RP + PG | 42007

I was at PH having a quick chat with my members, then 42007 as Leo he kicked 247187 off the motorcycle/bike without doing RP ( Fail RP ) and put he in handcuff and he did multiple Times PG .

at the end he also handcuff me because I was open carrying? Without doing RP

IC: P.C. 2.17.9 fines only for first offence +
Article 2 - 2.17.9 Definition: The open carry of a firearm in the hand in a public area and without a lawful reason, after having been warned once by a law enforcement officer. But he didn't warn me even once !! (RP) (possible corruption?)
