I posted a forum for my friend to get his ban lifted as his forum account is currently banned and this is not something new the people with forum bans give their POV to their friends who can upload it in forum in order to not get ban and there shouldn't be anything wrong with it. However people don't look at forums all the time so he didn't notice that he got POV requested so he ended up getting banned. So I made a forum providing full POV of that event but admin rejected saying We don't accept complaints/appeals on behalf of someone else. If u think about it you could realize that my friend has no way of submitting POV as his forum acc is banned and its quite unfair that after I post Full POV from his side he didn't get unban , I agree 3rd party forum appeals are not subject of review but it would only make sense if he was permanently banned on forums and ingame as well or maybe for any General rule violation or warning violation, Despite having POV he got banned and if the rule was like this that as his forum acc is banned he cant get POV requested it would make much more sense than banning while having full POV.
