Switching Server Regions

Hey there,

I was playing for a couple hundred hours on EN1 with 2 Characters. I would like to play on DE1 now. Does that 2 Character limit apply to the whole Grand RP Universe or just one region like EN, DE, JP etc and im basically region locked to EN1 now?
