The guy just came and randomly kills me, I don't understand how can you just kill anyone inside city without giving any demands just because you are stealing their car.

he steal your car he not just killed you and he said that from start also and he does not need to give demands for car stealing and yes in city it's the only reason where ie accepted killing (steal/protecting from stealing car)
