This 2 players start ramming all the cars nearby to them. You can see their ID in POV 1 Timelapse 0:14 ( ID 68625 ) and Pov 1 Timelapse 01:50 ( ID 548488 )

They rammed cars and went far away, and then came again and started ramming to make it look like an accidental ram, but both were doing that to ruin other people's roleplay intentionally. Thank you
