Name: Flexxyyy Wavy
Organization: LSPD
Rank: Chief of Staff
Incident Explanation
During a hostage situation today I was already handling negotiations from the beginning of the scene. The suspects themselves confirmed that I was leading the operation and they agreed to continue negotiations under my lead. Everything was going normally and the demands were under control.
Later during the active situation FIB HC Yam Tiger passport number 213949 arrived at the scene and suddenly attempted to take over the operation even though negotiations were already active and stable. During the situation he said things similar to:
“I am HC of FIB LSPD cannot handle this.”
After this interference confusion started during negotiations and the suspects increased their demands. The situation became harder to manage because command authority was being forced during an active hostage scene instead of maintaining coordination between legal organizations.
After the incident I contacted administration for clarification regarding hostage negotiation authority. I was informed that there is no official rule or SOP stating that only FIB can conduct or lead hostage negotiations while LSPD cannot participate or lead operations.
Because of this I believe the following violations took place:
- Abuse of authority during an active hostage situation
- Improper interference in ongoing negotiations
- Unprofessional conduct toward another legal organization
- Misuse of command position during a tactical scene
- Escalation of hostage demands due to unnecessary intervention
- Creating confusion during an active operation
- Failure of proper inter department coordination
This behavior negatively affected the stability of the hostage operation and created unnecessary conflict between legal organizations during an active RP situation.
I would also like to mention that there have been multiple previous complaints regarding Yam Tiger’s behavior and conduct during official situations. Despite this similar incidents continue to happen repeatedly which raises concerns regarding professionalism and accountability.
I respectfully request administration to review this matter seriously and take fair action based on the provided evidence and bodycam footage. My intention is not to create personal conflict but to ensure that all legal organizations are treated equally and operational authority is not misused during active RP situations.
I would also request administration to independently review his understanding of hostage negotiation protocols and high command responsibilities to avoid similar situations in future operations.

Request
I respectfully request administration to review this entire situation fairly and clarify operational authority regarding hostage negotiations between legal organizations so situations like this do not happen again in future RP scenarios.
