Life Story:
Being born in Florida, from an early age; Rusty was subject to violence due to him being born in the rural areas of Florida. Raised in a household where domestic abuse was the norm, he was subjected to violence, learning that authority came from people fearing and avoiding him. During Rustys' teenage years, the instability at home has caused him to move out onto the streets, where he was quickly absorbed by the ruthless gangs. Rusty witnessed firsthand the brutalism of street justice and multiple turf disputes that left him in a permanent shock about how ugly human nature is. This brutal upbringing helped harden Rusty and gave him a keen eye in reading people and anticipating betrayal; Rusty then effortlessly translated from the lawless backwoods of Florida to the gang-dominated neighborhoods and corrupt boardrooms of Los Santos.
Career Story:
When Rusty finally decided to trade his street clothes for a government badge in Los Santos, Rusty did not leave his criminal past behind, he simply reinforced it. Recognizing that the city's bureaucracy can be run exactly in the same way he did with the gangs back in Florida, with the protection of the law in addition. Due to Rusty's past, he was not intimidated by the gangs, he was in fact their ultimate inside man. Rusty turned his government position into one of a gatekeeper, helping gangs and erasing their criminal records; but for those who refused to pay him off, they were met with violence and torture. As of today, Rusty manages corruption at the highest levels of government, making his political higher ups happy, whilst maintaining his street connection in the shadows.
Outcomes:
1- Rusty can refuse to show identification to Citizens, Suspects, and Public servants, he can also lie about requesting a lawyer.
2- Rusty can beat up or torture prisoners without killing them, if they give him a reason too (No targeting and needs an RP reason)
3- Rusty can talk disrespectfully to anyone (Keeping in mind GR 3.1 and 6.19)
4- Rusty can remove criminal background for a bribe max. 100k (Keeping in mind not to commit favoritism or MG)
