2. Why do you want to be a leader of this specific organization? (List three reasons with explanation)
I've been an officer of San Andreas Highway Patrol for about 5-6 terms, spending 4 of those terms as High Command going through every rank and experiencing the organization from inside out. I have experienced every single division in San Andreas Highway Patrol and know how those divisions are ran, me myself leading 2 of the Divisions over the length of my career. I have also spent a term or two as District Attorney of SAHP aiding the organization legally when required while having experience as ex Supreme Court Justice during which time I was involved in writing the legislation which gave me enormous knowledge in law which in my opinion is required to run a police department.
I've worked under many Sheriffs, seen their goods and bads and I believe I now have the ability to best use organizational resources to improve it to the best.
San Andreas Highway Patrol under the leadership of current Sheriff is one of the best I've seen it be, although I believe there is room for improvement and I would like to have the opportunity to do that.
There are few things in specific on which I would focus if I were to get the position:
Activity
Without a doubt the biggest problem we've faced in SAHP ever since I joined 6 months ago, SAHP seems to be doing just fine in prime hours of the city however, the activity drops drastically during the morning and late night time frames, I would focus my RS team to do more open recruitment drives during that time to help resolve the issue while setting higher bonuses for people working in those time zones as it is a night shift.
It is understandable as to why we have lower activity in those specific times frames as the general activity of the city is also crippled during those times however I believe if we make night-early morning shifts more interesting and enjoyable we will see better performance.
We should make sure the citizens are just as safe during nighttime as they are in the prime hours of the city. I believe myself to be a well established SAHP officer and the one current employees wouldn't have a problem with taking over the organization and leading it to the best of my ability.
Negotiations Team
Negotiations team was founded by Sheriff C. McKnight and he entrusted me with leading the division and developing it, SND - "Strategies and Negotiations Division" has seen great success and changed few leaders from the time it was formed due to me having to take another position in the organization, however I would like to further improve this department as I've seen a lot of "rule playing" and few of the inexperienced agents of SND endangering the lives of the hostages, to prevent this I would make the department less accessible to the most of the officers and only enroll the officers with highest experience.
Patrols
Patrolling in SAHP currently feels very limiting and dangerous due to highways being overwhelmed by gangs and families, Units being unorganized in a convoy doesn't help with the dangers they have to face while on patrol, You would frequently see inexperienced officers, Troopers etc.. leading the convoys when there is no other alternative, however I believe Highway Patrol Division in SAHP should be tasked with conducting trainings for specially picked and trained officers to lead the convoy when patrolling and avoid any confusion we would otherwise face.
Standards for specially trained officers should be higher than usual as they will be tasked with keeping the whole convoy safe using radio calls, giving directions etc...
We also rarely use our police motorbikes which can be exceptional for ticketing, general patrols, speed traps, however it is especially dangerous to ride one and would require an officer to undergo difficult trainings to be able to ride one.
K9 Units
K9 unit is another overlooked and forgotten feature of SAHP, it gives us possibility to greatly enhance our abilities to conduct searches while they are also useful in combat. Trained K9 officer would undergo training, after which he himself will train and raise this K9 unit to be his companion on patrols, K9 units and the officers have special connection which can help one another greatly.
Special Response Team
SRT - "Special Response Team" has been a great addition to the organization ever since it was founded and has seen great success, SRT is handy in sticky, dangerous situations for which a normal officer may not be prepared for, they use heavy - specialist weapons to take out suspects swiftly and rescue troubled units, however we have seen a decline in SRT in these current terms due to it not being as active as it used to be and now has only become a ghetto patrolling division, this department has great potential and we have seen it be great and I believe I can help it return to its former glory.
3. Your advice for improving Role Play level in organisation.
SAHP is the most distanced organisation from the rest of the map, giving us ability to further focus on our RP abilities and make sure they are up to standards, RP tickets have also greatly enhanced the usage of /me /do commands throughout the whole city therefore, I myself would focus on building great relations with the rest of the organisations, conduct joint operations have briefings so that we are able to work together as a one body.
I've seen a lot of "rule playing" during hostage situations, both from SAHP and rest of the LEO orgs calling out hostage takers on their OOC mistakes with a microphone or in IC chat which should never happen, hostage and other situations should be kept going as normal until an admin arrives at the scene after which everything is OOC anyways.
I would break down the importance of RP commands and doing everything within RP bounds to every one of my officers if needs be and they ask me for it.
I would like to enhance the RP during traffic stops, traffic stops have become a pretty quick operation nowadays with officers not paying that much attention to the conversation itself with the citizens, this is understandable as the highways are pretty dangerous and officers want to finish their business and leave quickly however how the procedure is performed carries the most importance as it can be a very enjoyable experience both for the officer and the citizen or a very bad one.
