Rejected UB Shop,Abusing Power | Unknown admin

Hello, first of all i would like to mention that i had another thread about same situation and it got rejected because of complaint rules (here) we were placing our stalls near the npc since there was no rule that mentions we are not allowed to put market stalls near event areas and some admins were saying it is fine (here) and some were saying it was ub (here) so we gave up on that and decided to ask where we can put our stalls (here) we wanted to make sure we are fine so we dont get punished anymore but it still keeps getting removed (here) no one warns us or tells what to do, there is no rule about market stalls placement please make a clarification make a new rule and ensure that justice is served.

Another proof from today (here) every admin is saying different answers please make a new rule about these shop placements or maybe announce to admins when and how can a shop become UB
