Life Story: Luci Alltis grew up in a run down shack on the out skirts of Vice City. He was treated like absolute trash, and continuously was walked all over by those around him. Luci had only ever been loved by one person. This person showed him true kindness, true affection, but that one person would become a ghost, a desire, a memory that Luci could never find again. In a twisted way this would later assist Luci obtain power, while venting his hatred for everyone else. He despised those that punished him for the smallest things, but realized he would do exactly what they did to gain power. He thought of joining gangs, or crime families, but there was just to much risk. He desired legal protection, while secretly destroying those beneath him. No matter if they where co-workers, or random people on the street. He wanted minimal risk and this is why he found a path, and an opportunity in Los Santos a city not to far away, but far enough away where he wouldn't be remembered.
Career Story : Luci Alltis arrived in Los Santos. At first, he considered joining LSPD. This seemed like a natural way to obtain everything he wanted. Luckily for Luci, thinking of the LSPD he accidently got off on the wrong bus stop. Because of this, he had to walk, and he happened to pass an open recruitment drive for the government. Something clicked inside of Luci as soon as they heard these recruiters. The thought of power. Power could be obtained through the government. Luci held onto that thought and joined the government. Not only that they fought tooth and nail to prove themselves, and climbed the ranks quickly. Eventually landing a spot within the USCPO. The elite job title didn't just provide power, but also gifted them a feeling they haven't had since childhood. That missing void of a person from the past. They found someone who treated them exactly the way they missed, and it only cost him absolute trust, submission and loyalty in return. They would do the dirty work for this person, and in return they would get to feel that feeling they have always craved.
