While I was there, the reported player and his friend started acting in a very toxic and disrespectful way toward me. They spat on me, and continued provoking me. His friend was also laughing and supporting the situation instead of stopping it.

This behavior happened inside a Green Zone, where players are supposed to behave properly and avoid toxic actions or harassment. The reported player was not there to roleplay or enjoy the game normally. It looked like he was only trying to provoke, disrespect, and create problems.
