Hey Chief Admins, I would like to appeal the punishment I received for UB Barricade after placing sandbags in the parking lot of the Legion Gun Store.
My first point is that the location was a parking lot, not a rooftop. We are already allowed to place barricades in locations such as the Bloods' parking area, including on the entire upper parking level. The surface at Legion is the same type of road/parking material, and we were placing sandbags, not concrete roadblocks. Because of this, I don't understand how this qualifies as unrealistic behavior.
Secondly, with the newer rules preventing law enforcement from accessing rooftops while gangs are positioned there, officers already have fewer tactical options. If we are also prohibited from placing barricades in parking areas to create cover and counter the advantage gangs have from elevated positions, it puts law enforcement at a significant disadvantage. From my perspective, this seems unfair and leaves us with very limited ways to respond.
Additionally, if this area is officially considered a roof, then it should be treated consistently under the server rules. We are not allowed to park vehicles on rooftops because that would be UB Parking. However, players regularly park vehicles throughout this entire section without being punished, which indicates that it is treated as a parking area rather than a rooftop. If placing sandbags here is considered UB because it is a roof, then by the same logic, parking vehicles there should also be considered UB Parking. The rules should be applied consistently.
During the discussion, the admin also stated that the location is considered a roof because it is above the ground. However, I don't believe that reasoning is consistent. By that same logic, many elevated highways, bridges, and multi-level parking structures would also be considered rooftops simply because they are above ground level. Likewise, the Bloods' parking floors are also elevated above the ground, yet they are treated as parking areas where barricades are permitted. Elevation alone does not determine whether an area is a rooftop. The Legion Gun Store location is a designated parking area with road/parking surface material, and it should be treated consistently with other similar locations on the server.

Finally, three of us were punished during an active situation. The punishments were issued before the gun store scenario had even concluded, immediately putting our side at a disadvantage during an ongoing RP situation. I believe it would have been more appropriate to wait until the scenario was over before taking administrative action.
I respectfully ask that this punishment be reviewed, as I believe the placement of the sandbags was reasonable given the circumstances and current server rules.
