Life Story:
Matthew was born into a middle class family in a rough area. He had a standard condition of living but crime rates were at the highest rate where he lived. This was enough to encourage Matthew to study criminology and law at school but he also wanted to get away from his hometown and thus he moved to the bright and sunny city of Los Santos at 19. Ever since Matthew has lived in Los Santos, got his degree in criminology and learnt many useful skills to make sure he has the best chances possible of joining a law enforcement agency. Those skills being first aid, driving, shooting small arms and automatic weapons. Even since moving to Los Santos Matthew never really escaped the rough areas of life and instead the crime he experienced changed from the standard antisocial behaviour and stabbings of the UK to the more lethal mass shooting and robberies of Los Santos. This just fuelled his rage and ego more to be on the side of the law and thus he applied for his first job in the rural north of San Andreas at SAHP.
Career Story:
Matthew was successful in joining the San Andreas Highway Patrol and was eager to learn new skills and put away criminals. His first mentors were Tommy Smalls and Papi Gordo. The Major and Sheriff of SAHP. Matthew learnt all the core skills he needed from them such as how to arrest people, follow CCOP and arrest acts issued by the government. Matthew can speak fast and clearly with important information so his radio skills were above average to other peoples and this got noticed by many different LEOs. Being able to think on his feet and having good communication enabled Matthew to get Promoted to Corporal very quickly and get settled in very nicely with his new job up north.
Later in his career Matthew joined the LSPD looking for more action. Here he learned to fly helicopters and become extremely swift and smooth while in the air. He also learned about the SWAT team and got himself enrolled in the team where he would improve his tactics and firearms training. He then progressed further again into being a detective and taking on more important roles.
After LSPD Matthew returned to his life up North wanting to really hit crime hard on the highways and he was offered a role as the Head of the Special Response Team (SRT). Matthew led SRT with pride and strong quality control. He didn't want to be some boring division that goes unrecognized in the city. He wanted to make a difference and so he handpicked all of his SRT operatives to follow in his footsteps and always take the fight to the criminals on the highway as a well knit team. During his leadership period Matthew made some connections along the way with different departments and always offered his assistance where needed, this would later open up many more career opportunities in NG and FIB.
Matthew did a long stint in SAHP as the head of SRT but he wanted to chill for a bit by stepping down from high leadership roles and paperwork duties so he settled for roles here and there in LSPD and FIB. At this point in time Matthew had all the knowledge he needed to be among the top brass of the law enforcement officers. His arrest record, hostages saved and number of situations lead are in the high numbers. But… he has always noticed something off about law enforcement. It's sometimes unfair. Matthew often grew impatient with his suspects and fellow officers but the Code of Procedure forbids him from doing many things that would make his life easier. So instead Matthew studies the CCOP and works in a Gray area. He still wishes to uphold the law but he is willing to bend the rules a little to make his life easier at the cost of being borderline illegal or just illegal.
Skipping to the present day, Matthew has just completed being the governor of the state for 6 terms. He obtained such a role by having an extensive knowledge of how the state works. Now that he has finished his terms as a Governor his will back into the shadows as a protection detail for VIPs of the state. But Matthew knows to be the finest protection officer he will have to bend the rules a bit for himself and those he serves.
Outcomes:
1-Matthew can use/purchase/sell illegal weapons and ammo (Non-Org Gear).
2-Matthew can search a person using a RF detector to find hidden cameras and destroy them. (/try for finding and again for breaking)
3-Matthew can break IC laws on/off duty.
4-Matthew can use drugs for a performance boost.
5-Matthew can lie to suspects about calling a lawyer and deny their right to one.
6-Matthew can take bribes (up to 100k) for personal gain and completing favours.
7-Matthew can aid other corrupt officers in their activities.
