Rejected GR 6.4, Fail Rp, UB Driving | 184228

hey admin as you can see this player with id 184228 is a gov employee came to black market which is GR 6.4 and he cuffed me without any reason, and when he cuffed me he didn't say I'm gonna cuff you which is Fail rp and in highway he's driving the car unnecessarily which is UB driving and when the car flew he jumped out off the car and take a rented vehicle and ran away, please take action against him.
