I was trying to arrest a fugitive wanted by the state. So I tracked him to this building, waited outside, then I saw him leave and tracked him to confirm it was him. So I was like let me just ticket his bike for TC 6.2.P since I am not gonna catch him. I proceed to file the paperwork in emails, and then he proceeds to come back. I ask him to pull over and he fails to comply. Ultimately breaking general rule 6.2. Happens at 7:15. He leaves the scene breaking rule GR 6.2 at 9:37 in the video.
