The issue here is that the demands given at 2:08 didn't make sense in the context of the roleplay. They were already pulled over. If the Paradox family had said, "Release our family member, you have 5 seconds," it would have given the Hunter family a legitimate reason to comply. From my understanding, thats why ID 476693 responded with, "We have hostage"
For the Hunter family, specifically ID 476693, criminals are not required to abide by "we have hostage" as they have no obligation to protect civilians. Using a hostage as immunity or leverage to invalidate an demands is Fail RP(powergaming). Both groups are criminal organizations, and the Paradox family had the tactical advantage with the larger number of players.
The Hunter family as a whole did not commit a mass rule break. The other members complied with the demands, left the immediate area, and repositioned. Demands serve two purposes: first, they require players to comply or leave the area; second, they initiate an engagement, allowing retaliation within a reasonable timeframe. Not so soon that it appears to be in bad faith, and not so late that the engagement is no longer valid.
ID 476693 will receive a punishment for Fail RP(Fear RP) and GR 6.2
