How do I receive a penalty there and those mf do not receive anything I dont get it?

I had a fast car I was right to escape they killed me without warning they just said pull over they destroyed my car as you see there were ramming my car and they made my car broke! I received a penalty for fail RP? The begins of the incident was already a fail rp by them

They violated many rules! The rammed my car to get in this situation I had a ferrari not a civic!
