As you can see clearly in POV they made multiple rule breaks. First of all failrp because giving "pull over" demand like a gang member but they are not gang member(as i know FIB has pull over demand script). They made vdm because they dont know the FIB rules and they tried to "pull over" like gang or unofficial org. members but they have one car and they are two person. Then when i used to radio and coming one are family member they shoot him without any demands. (like rdm)
