From what ive seen is that LEOs are just completely un organized. Couldnt get the money in the 20 minute period. Also one of the police officers Fear Rped so they just continued the situation infront of your eyes, which sounds like your problem. I suggest leader of legal orgs start valuing quality over quantity beacuse as you can see this is just a mess. The only thing i see wrong in this POV from ballas side is that they were ear raping which i apologize for. Everything else is just your problem. Kind regards, Ballas leader

It was the LEO's fault and miscommunication during the negotiations. Since it is all IC,i wont be punishing any ORG.
Although it is advised that next time just keep 3-4 players up for negotiations while the rest of you handle/scout the surroundings.
