Strengths: Very charismatic, and able to keep control of any situation at hand, has a keen sense of memory

Life Story: Born into Los Santos; as a child Vincent's father was wrongfully killed in a police shooting by SAHP (San Andreas Highway Patrol), leaving him with only his mother to take care of him, barely surviving from month to month, his father was shot due to him having the same description as the suspect they were chasing after, his father although non complaint because he feared for his life for doing nothing wrong was shot, and when taken to court the officer who shots actions were justified, and him and his mother lost the court case, leaving them with no money, they struggled to survive, and Vincent growing up was forced to help pay bills and for necessities to survive, and as he grew older his hatred for the SAHP grew and plotted to take action back against them for their wrong doing, since the corrupt injustice system could not do it themselves.
Career Story: After going to college, and receiving his Masters in Criminal Justice to try to see if he could get on board with SAHP, he was successfully hired, he is now slowly, surely, patiently working his way up in the Org, his goal one day is to be a HC of SAHP, giving out orders instead of taking them (with some exceptions of course), he plans to work very hard to achieve this goal, and will not hesitate to take any promotions, and will not let anything distract him from his goal, he is tenacious, he is persistent, and has been his whole life
Outcomes:
1. Vincent is able to destroy bodycam and/or tamper with footage
2. Vincent is able to take favors and bribes up to no more than 25k
3. Vincent is able to purchase and sell anything from the black market untraced
4.while OFF duty, Vincent is able to perform robberies, hostage situations, etc (any and all crime)
5. Vincent is able to release individuals from jail any individuals for a bribe) (able to release family members only for free)
6. Vincent can tamper with any kind of evidence (including bodycam) to frame and/or assist is someone elses favor
7. Vincent is able to torture, harm, kill anyone he interrogates (in favor of SAHP)
8. Vincent is able to off-road in any patrol vehicle (while remaining applicable to RP)
9. Vincent can work with informants outside of SAHP (gang members, family members, etc) to buy or sell information
10. Vincent is able to sell and buy information from any other corrupt officers in SAHP
11. Vincent is able to use any weapon in self defense (legal or illegal)
12. Vincent plans to join IA at some point, once he is a part of IA he is able to let certain things slide
