Because he is a gangster and used to fighting. He has a vest on and a fast car and a gun himself to protect himself. The person has to wait for COPS to show up, issue the COPS demands to leave, and then fight off the COPS.

the only ids visible to me , + ye def no gang cars there no gang members its just some random ppl who happen to have access to families cars
