Papa Lazarou is a Voodoo Priest from New Orleans, believed to be the vessel for the spirit of Baron Samedi. Called to the city of Los Santos by the many restless spirits that linger there. His facial markings are permanent, stained in the shape of a white skull, he cannot remove them for any reason, to do so would break his religious oath. His goal in the city is to tempt people into selling him their souls, paying for them with cash or other favors. Given that he is a religious person Papa Lazarou also offers guidance to those who wish to seek it, he isn't evil by any means. He see's the value in all life and so wont kill simply for the sake of it, people are free to do whatever they wish unless it harms another person.
