The link that I've provided in "proof" says everything about the subpoena and it says that "subpoenas to obtain 'witness' or lay opinion testimony from a third party that may lead to someone's guilt or innocence at trial". Therefore, they can not subpoena anyone without providing evidence to FIB Director/FIB Federal Attorney [FailRP]
