Killed a player that was down during bloods HQ raid

Direct violation of rule 6.4: It is forbidden to kill a player who is unconscious.

There's not ghetto rule that says you're allowed to finish but ok bro.

• The ghetto is a kill on sight area, when you get downed you are unconscious not dead. There also isn't a ghetto rule that says you AREN'T allowed to finish people.
