Did you upload the entire event, if so please trim the clip since it's still processing - show the part when bloods had already been inside the event
Since the submarines event has no circle surrounded, it's hard to pin point if this is a rule-break, in another instance lets say bloods wait at the gate, I've had numerous encounters of legal state orgs already at the dock ready to protect it's legal items from gangs, I don't know if the same principal applies to state orgs, but this information should be noted. It now depends if administrators will consider this a rule-break, because the submarines event is an unique event. I also see your point of view, since bloods already had the advantage to position themselves.
