I'm confused because if I killed somebody there, I would be slapped with a warning. Prior to this I drove through the canals and they shot at my car. I then called for the help outside of ghetto boundaries....

The same guy also RDMd me on a highway area without demands, I wasn't given 5 seconds to leave. I have no idea why this was denied either. Please if you could have a second look at this

You can also see the RP was stopped, you can see all of them are on foot chasing my car. I got away and called for backup

Ghetto is KOS no RP needed. As stated by yourself, you got out of Ghetto boundary in an RP situation (getting shot inside Ghetto) you can still be killed as the situation started inside the Ghetto and will not be considered RDM.
