I'd like a senior admin's opinion on the topic.

I have had issues in the past where admins say the exact opposite things as seen in this instance where an admin said we were allowed to place solar panels whereever we want including other peoples houses, and then we all got punnished for doing the same thing the admin said we could do. Therefore I would like a response from senior admin to confirm my original question
