I have decided to Deny this report.

In your own POV, you saw 5 people spawn in that location 4 minutes after event started. According to Event Rule 1.3, people should not start inside zone. As per POV provided by one of the family members, they entered zone from outside and not already in zone.
Also, roof they entered is accessible from inside zone.​
