As you can see in the linked POV Slaughter gang are using a known bug that makes them impossible to shoot at. This was confirmed as bug abusing by higher admins.

it ain't in the open can't you not see the fence thorugh which u can uslually cannot shoot and there is the only way which u can shoot is bug abusing which slaughter usually does, and if u tryna shhot from the fence u will not able too....
