Early Life
Rixhard was born in a well-mannered family near the capital of India. His father was the best undercover agent of all time but no one knows at that time. One day Richard was playing football with his GF outside of his house but suddenly 3 gangsters came from nowhere and took Richard with them. His father used to carry a personal revolver in his gun holster shoulder, he was coming back to his home and saw some guys kidnapping his son Richard therefore John's father pulled up his revolver and killed them coz of his shooting skills. Richard's father was so scared and decided to take a transfer to another country for the sake of his family's life. He got an offer as a federal head of dept from FIB, USA. After 3 months his father found a secret box in a secret bunker while working in a case, when he opened it there was a blasting sound. Everyone thought that Mr Mathew died there.

Richard was fully grown up and completed his medical studies at Pill Box Institute of medication. Then he joined LSPD as captain of FTO and worked so hard for 2 months. He was the best FTO of that time and no one was able to compete with his work. He managed to handle the whole LSPD for a whole 1 month and everyone wanted him as the next leader of LSPD. so he applied for it. His Friends helped him a lot with everything, he failed his 1st attempt but he tried again and finally, he served as the chief of LSPD for a whole month. Still, there are a lot of people who believe that Mr Mathew is still alive and he became a god to protect humanity and the kindness of the world.
Outcomes
1. Richard can take a balaclava/ORG vest (only 1) off-duty for his undercover work
