As you can see in the clip, we were doing a store robbery and they showed up and started going around the store with an INSURGENT which breaches 1.4 It is forbidden to drive an armor vehicle in the city without an escort.

It is clear that the Insurgent was driven to a store robbery without an escort of any kind, which is a Violation of State Rules 1.4. The players in the vehicle will receive a punishment for this.
