Yes it does seem as if though you are in the ghetto near beach market and I was too far away to tell the medic not to revive you so I finished you instead, that isn't "mercy killing" you ain't my ally, you're in the ghetto so you are my enemy, I don't want you to be revived if I can't tell the Medic to leave so that you could get revived and have another chance at killing me.
