Its not VDM its CR dont forget this but they are in RP at that moment. They lost their Rolls-Royce Neon family car from thieft. And its been thief role also in-game. So he know u and he is trying to far from car him. And he can shoot u for this reason. Its same roleplay situation at this topic too.

yep non rp drive but about u. U need to watch this video again. I can't see road in minimap but u are trying VDM to 30777 id when the video start. Its two fault. NONRP-Driving and VDM at the video start

ID 30777 will receive a punishment for Gen Rule.6.15 "When outside the GHETTO you must engage in RP before shooting someone. For example issue them demands and if they do not listen to your demands within 5 seconds you can shoot them."
