It was my first time selling a car. I was selling my BMW M3 e46 and this guy was buying it. He said I must charge him 1000 to avoid taxing. He said he'd give me 400000 using pass the money. When I sold him the vehicle he said I shouldn't have trusted him and left. Most of this information can be seen in the top left in chat.

This was before they changed the rule Definite keep in mind. Thats like someone saying n word a day before they added rule about n word and then reporting said rule break. Shouldn't work like this. Rule change was posted a hour ago and this was report was yesterday.

Key word multiple reports on this guy yesterday. New rule was in effect 1 hour ago. That means that from 1 hour to now and the future is the rule in effect. Rule was not in effect yesterday and player can not see the future for this... What you are doing is worthy of a complaint to higher admins if you want to go down this route then so be it. But just warning you that what you are doing is wrong.
