    After being dropped several times on his head by nurses after being born Sam stayed in a coma until he moved to Vice City in the early 2002s. His trauma caused him to have high IQ and impeccable observation and reasoning skills . He never knew his father, was raised by his mentor Blu Blu, never went to school yet spoke 4 languages. At 16 he was caught counting cards in Caligula’s Palace, Las Venturas, another time he was arrested for robbing a gun store on The Great Ocean Highway. Seeing him getting into the life of crime and getting involved with gang members, his mother decided to help him mend his ways and motivate him to go clean and asked him to join her campaign of Governorship.     Upon winning the campaign he was given a paper pusher job just so he could earn a living and look after his needs. Sam Blu was very new to town when he was offered the job and was only 18 years old. He worked in the Government for about 9 to 10 Years and learned his ways. He worked up to the position of being USSS Director but then he quit because of some internal issues. this had a negative impact and his old dark side showed its face again as he joined a gang after resigning his post. Then he decided to transfer to the Los Santos Police Department this was because he was in the Gang and he didn’t enjoy the low life of the gang members. (edited)

    Upon joining LSPD When Sam Blu joined the Los Santos Police Department he was able to become a field training officer which helped him learn more about the organization and how it works. He was a Field Training Officer for around 6 months. He made sure everyone was trained correctly and was able to know how to do everything correctly. Sam also learns a lot when he was in the LSPD he learned how to make an advanced body cam that can fit in his glasses or hide it in his clothes which will be able to be recorded 24/7. (edited)

    Sam was good at his job and quickly earned his Chief's trust and promotions and worked up to being Internal Affairs. He learned how to get the truth out of people by being able to beat them up and find intel about gangs. He also can get away with stuff that could benefit him or the organization. Also, when he got promoted to Assistant Chief he went through intense training on firearms and does not show fear unless 3 people are pointing guns at him.
  18. After Looking at the life in the city from both the good and the bad side of the law, Sam Blu has grown a lot of traits which can be counted as being corrupt. The outcomes of his life in the city are : 1. Sam is able to take bribes up to 100.000$ 2.Sam knows the importance of proof because of his time in government so he always has a hidden camera recording that he turns on every morning. 3. Sam is able to take items from criminals for himself. 4. Sam is able to fight 1v2 because of his extensive USSS, FPS and LSPD training. 5. Sam can break open and search cars for illegal items. ( IC reason) 6. Sam is able to take suspects bodycam and smash them to stop them from recording (using /try) 7. Sam has radio on him 24/7 to listen to LSPD while not on duty. (to gather information) 8.Sam has access to black market to buy and sell guns and drugs(not org weapons). 9. Sam can go into ghetto by himself on/off duty. (on duty with IC reason, off duty because he owns a house in the ghetto) 10. Sam is always connected to the LSPD cloud via his PDA. 11. Sam can kill people on/off duty if they don't comply with his demands. 12. Sam can volunteer to be a hostage if he is bribed upto $100.000 13. Sam can drive off road in order to get to places quicker. 14. Sam is not intimidated by 2 guns pointed at him; if he already has his gun out, he will fight back. 15. Sam can torture criminals in order to get intel. 16. Sam can participate in family events to help family. 17. Sam can carry his org weapons/vests on and off duty so he can always respond to any situation quickly. (not sell these items or use for personal use) 18. Sam can use drugs to numb the pain whilst on duty. 19. Sam can lie and manipulate law to confuse LEOs and help his friends or family out of certain situations. (edited)

When Sam is in trouble, he is able to pick up guns and ammunition while having his weapon out from his enemies and fallen targets, except when he is under heavy fire. (not during gunfight) 22. Sam can turn a blind eye if someone in his family is doing something illegal on the streets. 23. Sam pays his informants in exchange of information, with cash, kind or favors. 24. Sam can do any illegal activity which could help him financially except selling equipments from organisation armory or leaking inside information. 25. Sam can lie about his identity by pretending to be someone else if he feels its better for the organisation. 26. Sam doesn't have to show his ID on duty if he doesn't want to. 27. Sam is loyal to LEOs and never harms them on/off duty intentionally.
