Rejected Problem with State Rule 1.4 (Mazhor Pluxury)

Hi.
I have encountered a ambiguity with State Rule 1.4, wich states following. It is forbidden to drive an armor vehicle in the city without an escort. Note: armored cars like Kuruma, Insurgents, Btr.

So this can be interpreted in way that armored cars can be driven outside city without convoy. But when approaching several administrators, they said that this is not true, and rule applies to everywhere.

I wish Mazhor could answer this, so we can get final answer to this question, are armored vehicles allowed to be driven without a convoy outside city, like rule suggests, or not.
