Can I get clarification on the rules for bounty eliminations?

When accepting a bounty I only have the players ID. My prompt literally says to murder 6156.

I was given a warning for killing inside the city without RP. What RP are you expecting here?
Take him hostage to a remote area? Because that's not allowed in the city.
Give him demands? Hey, I have orders to kill you, please die???

Am I to expect that a bounty is just useless if a person stays inside the city limits?
