Is it Rdm when I turn to a cop who shoots at my family members and I shoot?

This friend is using a radio bug. he fixed hit box and he shooting fastly

he take vdm trying to turn and shoot at me This friend starts shooting everyone without entering any rp status and I take 6.15 ? Is this game being played on my family?
