Ok well

1. You are possibly mixing for the fact that you said rules (Ofc not specified) But if you are referring to the laws in the city you say "Laws" not rules as it might make people think that you are speaking about city rules and not IC laws.

2. There is 0 UB happening.

3. This is not a form of OOC Provoking, this forum is for all OOC issues/rules the person you report breaks not IC. This seems like a IC law not an OOC one. All he is doing is dancing and it could mean anything to him, you can take anything out of proportion. All you had to do was RP and ask him to stop dancing as he was breaking a law. But no instead you decided to stay quiet and take it OOC when it could have been handled ICly. Penal code:
