I was spraying and suddenly this guy shot me down and when EMS came to me, he shot EMS without giving any warning. As I suspect, this is against the rules and he should be punished.

Well, first of all, I didn't complain about you shooting me while spraying.
Secondly, GR 6.12 isn't about shooting at EMS employees rather it is about inappropriate behaviour towards EMS employees while they are on duty. Which you totally did.
