Upon reviewing the evidence, I decided to Reject this report.
Since none of the POVs provided proved that Leos started shooting first.
And more over you have started shooting Randomnly without any demands.
Hence the IDs 48609, 71539 and 92583 will receive punishment for RDM​

LEO's has the power to shoot in GZ only when they have the reason(they cannot abuse it) and here gang members started shooting first without giving demands(RDM) according to the second POV so no punishment will be given to LEO's as per the POV provided.
