LEO's were not punished for Event Rule 1.5 because the rule is applicable only when there is a active negotiation going on.
The previous decision(Which was taken by Poke Chan) was after i reviewed the forum as well

LEO's dont need to attend the store robbery if they themselves are not confident and outnumbered. Only FIB was operational and rest of the orgs were disbanded/were on freeze, RPly even LEO should first look after his own life and take decision.

Cant expect LEOs to go in a 2v10 for example, just because there is a store robbery initiated.
