Rejected Gen rule 6.3 +Stealing from organization / 62286

So this guy reported me for pg and in that pov it clearly shows that this guys has 8 balacavas, 5 sahp vests , 5 other org vests in his cars trunk ,and he is selling in black market . How did he got all that stuff ?
