Here is the pov where I gave the guy 5 seconds demands, so basically he stood right outside of Hq where he was in the ghetto. If you see according to my map and see how I pointed the gun at him telling him to leave to fear his life, the guy just stands normally on the streets. Basically he was in the red zone eitherways and I already surpassed the gates of the HQ as I was an inch away from HQ and shot him down due to him not Fearing For His Life Nor Complying To Me giving demands. I just want you to know that this guy already rule break, made a false report on me after I have applied basic demands on him and gave him extra time to comply but this guy stands in the middle of the street in a ghetto area so basically I haven't broken any rulebreak plus I shot him out of HQ and didnt shoot from the inside of HQ as I basically was an inch away from Hq so basically the ghetto rule 1.5 can't be applied on this matter...
