I have a bodycam of whole situation, I told him multiple times to put away his phone, he was suspect running away from shooting and attemted murder, provoking, illigal items. I let him go free after I f up when I place him in a handcuffs , after that he came back to hq and started shooting us, so I take them down and both of them was arrested

proof what they was doing I have 15 min evidence of that + if you have phone in your iRL doesnt mean officer wont put handcuffs on you

You did not follow his demands continuously, and him cuffing you with your phone out is not powergaming, it is more so baiting from your side to catch a rulebreak and does not make sense RPly.
