Rejected Non-RP driving - 9642, 19918

As you can see these two guys do a non-RP drive,
and they start shooting one of the guys killed us his ID is 9642 and the other one came to me ID 19918.
Are the guys who did NON-RP driving.

9642 should get punishment, but i think proofs for 19918 is insuuficent. That's my opinion .
