This isnt cheating but he is abusing the bulletproof vehicle so that you guys cannot shoot him, this could be a report for abusing armoured vehicles and maybe fearrp for not listening to your demands

Imagine going up to cops and asking for help but instead they Ignore you, give you demands right away and then shot at you! What kind of RP is that, youre suppose to help out the people in city as law enforcement. Very unprofessional.
