as you can see in my POV, this person at this 11:09 changed his voice. you can hear that he was having deep voice and all of sudden he disable the voice changer and came back again with his original voice at11:10

As I dont see any FailRP in the provided evidence.
And for PG, he has already mentioned it is by mistake and uncuffed
But 87951 will receive punishment for Mixing
