Reviewed Warn for Off topic | John Lark

I got a warning on my forums account by John Lark for "Off topic" as you can see from the picture. How is that Off topic?
I put "++++" so I could let other admins know that I vouch for this specific person and it wasn't off topic at all. I've done it many times before and all of a sudden I get a warning on my forums account for vouching someone???
