-id 65542 had a valid reason to block your engine
As you mentioned yourself there were suspects in the vehicle you chased. It is in LSPD's best interest to keep those suspects safe until they get to the prison. It is clear you were chasing the vehicle, thus threatening the safety of said suspects.
(The vehicle that engine blocked you was from LSPD)​
